Hilmore was born on September 10, 1933, in rural Hull, the son of Ivan and Alberta (Brummel) Kroese. He was raised on farms in the Hull-Middleburg area. He attended a country school, Hull Christian School, and Western Christian High School in Hull. He then served in the United States Army as part of the military police.

Mr. Kroese was a member of the First Reformed Church, where he served as an elder, a deacon, and a catechism teacher. He also belonged to the Wegman-Koele American Legion Post in Hull.
